The DeleteHandler method implements DELETE requests for Keep, checking

* MockVolume and UnixVolume objects provide a Delete method for deleting
  a block from that volume.
* TestDeleteHandler tests:
** Unauthenticated requests
** Requests from a non-admin user
** Requests from a non-admin user for a nonexistent block
