21910: Update documentation to new config behavior.

Now, the trust/no-trust decision is made when the token is presented,
rather than implicitly via api_client_id when a token is issued.

Also fix docs to use the correct config key: it's IssueTrustedTokens,
not TrustLoginTokens.
