17782: Replaces react-scripts-ts with react-scripts v2.1.8

Started with the newest of the 2.1.x line that supports Typescript, to avoid
possible dependencies issues.
Removed also direct deps on webpack and webpack-dev as create-scripts should
manage those directly.
